A Texas-based businessman and pastor, Mr. Binkley has anchored his long shot bid for president on a bold seven-year plan to balance the federal budget by cutting nondefense domestic programs, overhauling the health care system to reduce costs, freezing Medicare and Medicaid spending and capping the growth of Social Security spending.
